Garlic Pepper Beef in Mushroom Gravy

Instructions
Cut the beef chuck into bite-sized cubes. Season generously with black pepper and salt.
Heat cooking oil in a heavy pot over high heat. Sear the beef in batches until deeply browned on all sides. Remove and set aside.
Reduce heat to medium. Add more oil if needed and sauté the onions and garlic until softened and translucent.
Stir in the flour and cook for 1 minute to make a roux. Gradually add the beef stock, stirring constantly to prevent lumps.
Return the beef to the pot. Add the mushrooms, soy sauce, and bay leaves. Bring to a boil.
Reduce heat to low, cover, and simmer for 1.5 hours until the beef is fork-tender.
Remove bay leaves. If the gravy is too thin, simmer uncovered for 10 minutes or thicken with a cornstarch slurry.
Adjust seasoning and serve hot with steamed rice or noodles.
