Instructions
Season the chicken pieces with salt and pepper. Heat cooking oil in a large pot over medium-high heat.
Brown the chicken on all sides until golden, about 3–4 minutes per side. Remove and set aside.
In the same pot, sauté the garlic and onions until softened and fragrant.
Add the diced tomatoes and cook for 2 minutes until softened.
Pour in enough water to cover the chicken. Add the bay leaves, fish sauce, and black pepper. Bring to a boil.
Return the chicken to the pot, reduce heat, and simmer covered for 20 minutes.
Add the cubed potatoes and sliced carrots. Simmer for 15 more minutes until the chicken and vegetables are fork-tender.
Remove the bay leaves. Adjust seasoning and serve hot directly from the pot with steamed rice.
